In order, however, to maintain this state of things it will be necessary to provide by proper regulations against the serious nuisance that threatens in the adjoining harbour of refuge at Causeway Bay, where the Government have recently built a breakwater. Under the lee of this breakwater, a permanent floating village has gradually grown up and established itself, and the boat people, by the practice of throwing refuse overboard, are gradually clothing the sea bed, which is left bare in places during low water.
